HQR-02 reports HPP's progress for the third quarter of 2026. It continues the quarterly disclosure introduced in HQR-01, giving our community, holders, and partners a regular and transparent view of the business.

Certain statements in this report relating to plans, targets, and timelines reflect HPP's assessment as of the date of this report and are subject to change based on actual progress and external conditions.

AI is moving into core business operations: writing code, running workflows, and paying for services on its own. For enterprises, the hard question is no longer what AI can do, but proving what it did: who spent what, on which task, and what happened when something went wrong. HPP answers that with an on-chain record of every request, payment, and agent action across Router, x402, OpenHPP, Hub, and Coder. It is the same principle behind our roots in Aergo and Blocko, where blockchain has powered enterprise and public-sector systems in Korea for years.

I. Business Segment Updates

1. HPP Hub (No-Code Development Platform)

HPP Hub reached General Availability, moving from early access to production. Teams can now build, deploy, and share on-chain applications without writing code, on a platform ready for production use.

2. HPP Coder (AI Coding Model)

HPP Coder was released inside Hub's dApp Builder and as a standalone product. Its model, Solidity-Master 2, is fine-tuned on Solidity code from Ethereum Mainnet and GitHub and updated monthly. It is available through HPP Router and the Hub Playground.

3. OpenHPP (Agent-as-a-Service)

OpenHPP entered Limited Open Beta for its first 200 participants. It runs AI agents in the cloud around the clock, with isolated execution per user, session-based credentials, and a log of every step an agent takes. New accounts receive $10 in credits and a choice of Claude Sonnet, Claude Opus, or GPT-5.6 Luna. General release is targeted for Q4.

4. HPP Router (LLM Gateway)

HPP Router provides access to models from OpenAI, Anthropic, Moonshot AI, and self-hosted Ollama through a single OpenAI-compatible endpoint. Usage is paid by prepaid credit or per call via x402, and every request is anchored on-chain, verifiable by hash and Merkle proof. Router already powers OpenHPP and HPP Coder. Accounts for Router, Hub, and OpenHPP currently operate separately and will be progressively unified.

5. x402 (Agentic Payment Rail)

HPP's x402 Facilitator went live in production on HPP Mainnet, settling agent payments with a verifiable record. The new x402 Explorer makes that settlement activity publicly visible. Account Abstraction, the remaining Q3 infrastructure item, carries into Q4.

6. HPP Agora (On-Chain Governance)

After the HPP Foundation moved its own governance on-chain in Q2 (HPP DAO Is Now Live), HPP Agora opened to every project on HPP Mainnet. Proposals move through discussion, formalization, voting, execution, and integration, and every vote is staking-based and publicly verifiable. Participation earns XP that feeds into staking rewards. Multi-chain expansion follows in Q4.

7. HPP Staking

Season 2 ("Hold and Earn") has closed. Season 3 will reward participants with CHIP, a usage-backed token for HPP's AI services, replacing the Agora-linked missions. Full details will be announced soon.

Q3 was the roadmap's launch season, and nearly every planned milestone shipped. The result is a connected stack: applications are built on Hub with Coder, agents run on OpenHPP, every request and payment is recorded through Router and x402, and the ecosystem's direction is set through Agora. Account Abstraction is the one item carried into Q4.

In parallel, we are in discussions to migrate enterprise and institutional clients from Aergo Enterprise to HPP, and will report on new client acquisition in future issues of HQR.

II. Other Matters

HPP continues to run participatory programs, including HPP Staking, educational initiatives, and the Party Knights Ambassador Program, whose Cohort 2 was approved through Agora in September with 8.8M votes in favor.

In Q4, our focus shifts from launch to scale: OpenHPP's general release, the Enterprise L3 and ZK Bridge buildout, and completing Account Abstraction.

HQR-02는 HPP의 2026년 3분기 사업 현황을 정리한 보고서입니다. HQR-01부터 이어온 분기별 공시로, 커뮤니티와 홀더, 파트너분들께 사업 진행 상황을 투명하게 공유하고자 합니다.

본 보고서의 계획, 목표, 일정 관련 내용은 작성 시점의 판단을 기준으로 하며, 실제 진행 상황이나 외부 여건에 따라 변경될 수 있습니다.

AI는 이미 코드를 짜고, 업무를 처리하고, 필요한 서비스 비용까지 스스로 결제하며 기업의 핵심 업무 안으로 들어오고 있습니다. 이제 기업이 던지는 질문은 'AI가 무엇을 할 수 있는가'가 아니라 'AI가 무엇을 했는지 증명할 수 있는가'입니다. 누가 어떤 작업에 얼마를 썼는지, 문제가 생겼다면 그 전에 무슨 일이 있었는지 확인할 수 있어야 합니다. HPP는 Router, x402, OpenHPP, Hub, Coder에서 발생하는 모든 요청과 결제, 에이전트의 작업 내역을 온체인에 기록해 그러한 문제점을 해결하고자 합니다.

I. 사업 부문별 현황

1. HPP Hub (노코드 개발 플랫폼)

HPP Hub가 정식 출시되면서 얼리 액세스를 마치고 프로덕션 단계에 들어섰습니다. 코드를 몰라도 온체인 애플리케이션을 만들고 배포하고 공유할 수 있으며, 실제 서비스 운영 환경에서도 바로 쓸 수 있습니다.

2. HPP Coder (AI 코딩 모델)

HPP Coder가 Hub의 dApp Builder에 탑재되는 동시에 단독 서비스로도 출시되었습니다. 기반 모델인 Solidity-Master 2는 이더리움 메인넷과 GitHub의 Solidity 코드를 학습했으며, 매월 업데이트됩니다. HPP Router와 Hub Playground에서 사용할 수 있습니다.

3. OpenHPP (AI 에이전트 운영 서비스)

OpenHPP가 200명 규모의 Limited Open Beta를 시작했습니다. AI 에이전트를 클라우드에서 24시간 구동하며, 사용자별로 분리된 실행 환경과 세션 기반 인증을 제공하고 에이전트의 작업 과정을 단계별로 모두 기록합니다. 신규 가입 시 $10 크레딧이 지급되고, Claude Sonnet, Claude Opus, GPT-5.6 Luna 중 원하는 모델을 고를 수 있습니다. 정식 출시는 4분기를 목표로 합니다.

HPP의 x402 Facilitator가 HPP 메인넷에서 정식 가동에 들어가, 에이전트 결제를 검증 가능한 기록과 함께 정산하고 있습니다. 새로 공개한 x402 Explorer에서는 정산 내역을 누구나 확인할 수 있습니다. 3분기 인프라 과제 중 계정 추상화는 4분기에 이어서 진행합니다.

6. HPP Agora (온체인 거버넌스)

2분기 HPP의 자체 거버넌스를 온체인으로 옮긴 데 이어(HPP DAO Is Now Live), HPP Agora가 HPP의 모든 프로젝트에 개방됩니다. 모든 제안은 토론, 공식화, 투표, 실행, 반영의 단계를 거치게 됩니다. 투표는 스테이킹 기반으로 이뤄지고 누구나 결과를 검증할 수 있습니다. 4분기에는 멀티체인으로 범위를 넓힐 계획입니다.

7. HPP 스테이킹

시즌 2(Hold and Earn)가 종료되었습니다. 시즌 3에서는 기존 Agora 연계 미션 대신 HPP AI 서비스에 사용할 수 있는 CHIP을 보상으로 제공할 예정이며, 자세한 내용은 추후 공개됩니다.

로드맵상 계획했던 마일스톤은 대부분 예정대로 출시되었습니다. 이로써 HPP의 제품들은 하나로 연결되어 시너지를 만들게 됩니다. Hub와 Coder로 애플리케이션을 만들고, OpenHPP에서 에이전트를 운영하고, Router와 x402에서 모든 요청과 결제가 기록되며, 생태계의 방향은 Agora에서 함께 정합니다.

이와 별도로 Aergo Enterprise를 이용 중인 기업·기관 고객의 HPP 전환을 협의하고 있으며, 신규 고객 관련 소식은 다음 HQR에서 전해드리겠습니다.

II. 기타 사항

HPP는 스테이킹, 교육 프로그램, Party Knights 앰배서더 프로그램 등 커뮤니티 참여 프로그램을 꾸준히 운영하고 있습니다. 특히 Party Knights Cohort 2는 9월 Agora 투표에서 880만 표의 찬성을 얻어 확정되었습니다.

4분기에는 무게중심을 출시에서 확장으로 옮깁니다. OpenHPP 정식 출시, Agora 멀티체인 확장, Enterprise L3와 ZK Bridge 구축, 계정 추상화 마무리가 주요 과제입니다.
